PageRank is still extremely valuable for search engine marketing.

While novice search engine markerts tend to think all they need for better search engine traffic is to increase the PageRanks of their pages, some experinecd SEO pros trend to go from one extreme to another - refuse to recognize the value of PageRank.  But don't expect they to give you a free links.

PageRank used to be the most important factors in search engine result rankings. It remians to be one of the most important factors.

1) Higher PageRank makes link building mch easier.
2) Higher PageRank means higher in SERPs if other things being equal.  For some competitive keywords, compition for higher ranking is really about competing for higher PageRank.
3) Only a small amount of searches are conducted in standard keywords. Most of users do search in semi-natural language or variations of keyword phrases. For those non-keywor search, result ranking is largely dependent on PageRank value of web pages.

keyword marketing may just be poor man's SEO strategy. My log file indicates that majority search engine traffic don't directly come from trageting keywords, instead the variations of targeting keywords.  search terms are different for different levels of Web users:

60% novice users: they don't use precise keyword search at all.
30% experienced users: they use variations of keyword search terms.
10% expert users: they will use exact keyword search terms.
